The purpose of Cohesion Policy funds (also known as Structual Funds; and include the European Regional Development Fund and European Social Fund) are to support capacity building in EU member states, and reduce the significant economic, social and territorial disparities that still exist between European regions.
The new Cohesion Policy funds for 2014 aim to increase efforts to support research and innovation, making it one of the top priorities in accordance with the Europe 2020 Strategy. Together with the new Framework programme (Horizon 2020) it will contribute to research and innovation in the regions.
The European Commission have proposed a clearer division of activities between Horizon 2020 and the Cohesion Policy funds, while strengthening interactions and simplifying both processes of funding.
The Cohesion Policy 2014-2020 has a proposed allocation of €336bn which is approximately one third of the total EU budget. The proposals are currently under negotiation and discussion in the European Parliament and Council of the EU, with the aim of having the new funds in place before the end of 2013.
