Values for Estimates (paragraph 6.5.1) – (all values exclude VAT)

(Agreed by Executive Board, 17 June 2002 & Audit Committee 19 June 2002)

(£1,000 to £4,999

At least ONE Written Quotation required. 

(The more the better as written quotations remove possible later disputes.)

£5,000 to £24,999;

MINIMUM of THREE written quotations.

(Records of quotes to be maintained locally)

£25,000 and over

Subject to competitive tender via Procurement Services

(Contract details and specification to be agreed with individual users)

For requests for exceptions to the above, please complete the Waiver Form and send to Procurement Services BEFORE instructing suppliers/service providers to commence work.

EU Procurement Regulations

LJMU is obliged to comply with EU Regulations, which require the use of objective non-discriminatory criteria in the advertising, tendering and award of large value contracts.  All such contract notices are advertised in the Official Journal Of The European Union (OJEU)

The procedure used determines the timescale involved

  • Open procedure          (52 Days)
  • Restricted Procedure   (37 Days + 40 Days)
  • Negotiated Procedure  (37 days)

Current thresholds for OJEU contract notices are as follows (wef 01/01/2010)

  • £3,927,260 -  WORKS
