Marie Claire Van Hout is Professor of International Public Health Policy and Practice at the Public Health Institute, Faculty of Health, Liverpool John Moores University, United Kingdom. She is also Associate Dean for Research and Knowledge Exchange at the Faculty of Health, and Head of Global Health at the Institute for Health Research.

She has 20 years experience as social scientist with her research focusing on global health inequalities, human rights, HIV, international addiction and justice health policies. Her work is multi-disciplinary (clinical and allied health, social sciences, human rights law, forensic psychology) and inter-sectoral (United Nations agencies, non-governmental organisations) in developed and developing countries.

Her expertise spans international public health relating to a range of health risk behaviours, health disparities and inequalities; medicines control and misuse of prescribed and illicit drugs; infectious diseases (HIV, viral hepatitis, tuberculosis, COVID-19, sexually transmitted infections); non-communicable diseases (hypertension, diabetes, addiction), gender based violence against women and children and right to health of key populations (prisoners, drug users, men who have sex with men, migrants and the undocumented, women and young girls, Travellers and Roma gypsies).

She teaches and works with clinical and allied health professionals in Europe, the Middle East and North Africa and Sub Saharan Africa. She is a committed global educationalist, skilled at capacity building early-mid career researchers and health professionals from developing countries, clinical audit and work-based learning, and developing/validating new course curricula in the realm of international health. She has supervised eight PhDs to completion and currently has nine current doctoral students. She has examined 18 PhDs in the United Kingdom, Ireland, South Africa and Australia.

Her international reputation as a recognised leader in her field has led to a number of significant honorary Professorial appointments.

She is a substantive evaluation and topic international consultant for the United Nations Office on Drugs and Crime-UNODC, Joint United Nations Programme on HIV/AIDS -UNAIDS, World Health Organization-WHO, the European Monitoring Centre for Drugs and Drug Addiction-EMCDDA (now EU Drugs Agency EUDA), the European Medicines Agency-EMA, Council of Europe-Pompidou Group and Rule of Law and the European Research Executive Agency-REA.

She was Editor in Chief of the ‘Journal of Ethnicity in Substance Abuse’ at Taylor and Francis from 2014-2022. To date she has published 290 peer reviewed journal articles in high end journals (including in The Lancet; and in Lancet Global Health, Lancet Planetary Health, Lancet Child and Adolescent Health); 80 research, evaluation and policy reports, two Cochrane Reviews, one book, three book editorships and 11 book chapters. Current H index of 36.

Her grant income totals £12 million spanning 75 successful grant awards from Europe (FP7, Horizon 2020, DG Justice), Ireland (Irish Research Council, Health Research Board, Health Service Executive), and the United Kingdom (Medical Research Council, National Institute for Health Research). 57 as Principal Investigator (PI). Her largest award as PI was a €2.1 million FP7 project called CODEMISUSED.

She has a strong track record in management of international medium and large research teams, and has a strategic and line management role of staff in the Faculty of Health at Liverpool John Moores University.

This participatory action research project focused on a regional needs assessment amongst Traveller relating to substance misuse and aimed to achieve a greater understanding into; the perceived prevalence and reasons behind substance misuse in the Traveller community in the Western Region of Ireland; impact of substance misuse on the Traveller community and Traveller needs surrounding existing primary care and new community drug services relating to prevention and treatment of substance misuse in the Western Region of Ireland. A qualitative thematic analysis of interviews and focus groups with Travellers and community/health stakeholders was conducted in order to illustrate, compare and contrast the varied perspectives of Traveller substance use.
