Singapore - Singapore University of Social Sciences (SUSS)

LCAPS at Liverpool John Moores University has developed an international partnership with the Singapore University of Social Sciences (SUSS), supporting collaboration in policing education, research, and professional practice.

This partnership reflects a shared commitment to developing evidence-based, globally informed approaches to criminal justice and policing, while recognising the importance of understanding how policing operates within different cultural, legal, and organisational contexts.

Importantly, this is a reciprocal partnership, with opportunities for both SUSS students to visit Liverpool and LCAPS students to engage directly with policing and criminal justice in Singapore.

Experience

A key feature of the partnership with SUSS is the delivery of Summer and Winter Schools, which bring international students to Liverpool for an immersive experience of UK policing, criminal justice, and academic practice.

These programmes combine academic learning, operational exposure, and cultural experience, providing a well-rounded understanding of policing in the UK context.

Activities typically include:

  • operational and training exposure at Lea Green
  • a Welcome to LCAPS conference day
  • engagement with Merseyside Fire and Rescue Service to explore multi-agency working
  • visits to policing facilities such as Mather Avenue and specialist units including firearms
  • academic sessions such as a dedicated Forensics Day
  • experiences such as the Harbourside Sea School
  • cultural visits including Anfield and key Liverpool landmarks

Alongside this, LCAPS facilitates annual study visits to Singapore, providing students with the opportunity to explore policing and criminal justice within a different global context. These visits enable students to engage with international partners, observe different approaches to policing, and reflect on how systems vary across countries.

Impact

This partnership provides significant benefits for both institutions. Students gain direct exposure to international policing environments, supporting the development of critical thinking, adaptability, and global awareness.

The reciprocal nature of the relationship enhances learning on both sides, allowing students to compare systems, challenge assumptions, and develop a more informed understanding of policing practice.

During the 2026 visit to Singapore, LCAPS students will undertake comparative research examining policing across Merseyside and Singapore, further strengthening the academic value of the partnership and embedding international comparison into student learning.

The partnership also supports staff collaboration, knowledge exchange, and the integration of international perspectives into teaching and research.

Future

LCAPS and SUSS are committed to continuing and expanding this partnership. Future developments include the ongoing delivery of Summer and Winter Schools, continued student mobility in both directions, and the expansion of collaborative teaching and research activity.

There is strong potential to build on this foundation through joint initiatives, enhanced student research opportunities, and deeper academic engagement.

As the partnership continues to develop, it will play an important role in supporting LCAPS’ wider international strategy and commitment to globally connected policing education.
